Okay, I disabled the absolute volume and my bluetooth volume is working like my speaker volume, i.e., it's operating as a separate volume from the computer volume. That's how I wanted it, but it didn't work like that before I reinstalled Windows, so I definitely messed up something. For example, when I use my desk speakers, I put the Windows volume at 100%, but my speakers have a volume knob that allow me to adjust the volume on the physical speakers. Now my BT headphones do the same: I set the BT volume on Windows to 100%, but I can increase/decrease the volume more or less than that on my headset. Now I can rock out properly.
The only downside is that I don't get the onscreen display of the volume, but that's to be expected because the volume adjustment on my headset is divided now from the Windows volume, which is what the OSD represents.
