All the store apps have been updated, and I can see the difference, every app works in the start menu 100% since all the upgrades.

Just wanted to post that option 1 alone did not fix my problem (store stuck downloading a 3rd party app) but following up with option 2 fixed it. I then tried the 3rd party app again and it downloaded and installed, no problem.

I've done Option 1 and 2 with no success. I'll be starting college in a few months and would like to have this fixed before then. I bought this laptop refurbished a few months back and thought it was fine, but I see it's not the hardware, it's Windows 10.
After restart, the SID I deleted, returned.

It worked for all but four of the Apps, which two of them are Windows Calculator and Alarms & Clock. The other two are unimportant. I've tried without success to fix this problem with Calculator with Microsoft Community. If I had the money I would buy I new computer, be as it may I cannot. I'm stuck with this one. The error code says 0x80070003 for all 4 Apps. I tried wsreset.exe again and restart my computer. Error still there.
In that case, reset Windows Update, and try updating the apps again afterwards. :)

Part One has fixed this , but it didn't go exactly as described, and I thought I'd tell my experience. I was having this problem on my Dell Venue Pro Tablet with Windows 10. Anything from the store, new or an update, hung up in pending status. I did Part One, Steps #1, #2, and saw the command window as shown in #3, but no store opened behind it. I waited but after 15 minutes, it still hadn't closed automatically as expected. So I closed it. Then thought I would do a restart and try again. The restart did some an automatic Windows Update. After that my Store was working. I'm assuming that even though the command window in Part One of your instructions didn't close on its own, the WSReset did work.
I then did Part Two just to be sure this is cleaned up.
Also, just FYI, I have Norton Security with Backup, but I didn't do anything to toggle the firewalls (Norton & Microsoft) as mentioned by another person in this thread.
Windows 10 has been quirky suddenly. I've had it since Summer 2014, but only in the last 2 months had this problem and another problem where the START button stopped working on another Windows 10 device. Uninstalling and reinstalling Dropbox fixed that. Whew! And back on this tablet that had the Store apps problem, I'm ignoring the bogus Airplane Mode is on in Settings when it's really not on which I've found is a known unsolved issue.
