When I leave a blank password, as in options 1-3 I get an error :" The password you entered doesn't meet password policy requirements. Try one that's longer or more complex." The blank password is not saved.
How do I get past that?

Mine IS a local account.
I check Local Security Policy and the Password must meet complexity requirements item is Disabled.
I checked also under the Administrator account. and it's disabled there as well.
Any ideas?
The warning would only be an issue if the account has files encrypted by EFS or shared on a network.
If that doesn't apply in your situation, then it will be safe.

when just left password and retype password as blank, get same error
just wanna remove password....someone computer boots up, asks for a password I never gave...and even in settings, the option to ask for password when turning computer on is set to off, yet it still asked for a password.

The "access is denied" message indicates you didn't run the command in an elevated command prompt.
Were you just wanting to have Windows automatically sign in to your account at startup and wakeup instead of removing the password?

I wasnted it not ask for a password...I live alone, and share computer with no one, so dont need to use a password nor need it to have that option to ask for a password. I do no know why is asking for it, cause never changed the settings in the setup to ask for password,. and going into the settings, it still is set to "Dont ask for a password" yet it asked for one.
I tried opening cmd prompt via the command and run as admin...but get this error instead
