According to an answer on SuperUser.com, there is a way to create a password-protected local account in 1803 and disable Option Five as a way to reset the password.

It appears they are suggesting not to bypass the questions, but to just enter some simple answer to the question instead.
The only way that I know of to now have to answer the questions is to not have a password for the local account. Of course, that isn't very secure.

It would be Option Five on the first page for resetting the password of a local account on the sign-in screen using your security questions.
The tutorial below will show you how to disable security questions for local accounts, but it's not available until build 18237.
