It's basically the local account's version of the Microsoft account's two-step verification.

However, if you don't use a password for the local account, you won't have any questions.

But why not give the user the option to disable Option Five? Why force it on users? Some people (like myself) don't want there to be an easy (and arguably not secure) way to do a password reset.

According to an answer on SuperUser.com, there is a way to create a password-protected local account in 1803 and disable Option Five as a way to reset the password.

It appears they are suggesting not to bypass the questions, but to just enter some simple answer to the question instead.

The only way that I know of to now have to answer the questions is to not have a password for the local account. Of course, that isn't very secure.

What's the Option Five ? using other user accounts to login Windows computer or pressing Ctrl+Alt+Del and select “Change a password” ?

It would be Option Five on the first page for resetting the password of a local account on the sign-in screen using your security questions.

The tutorial below will show you how to disable security questions for local accounts, but it's not available until build 18237.

That's a tutorial of Windows password reset ,you are able to reset the password from local account,and similar guidelines can be found on Google as well.
