Change New Tab Page Layout and Background in Microsoft Edge Chromium

I am here again! I have set startup page to "about:blank" (from Settings>On startup>Open a specific page or pages" section) and I have set NTP to "Custom>Background and Content and Show quick links set to Off".

I have changed NTP policy in "GPEDIT" as SS below. Do you know why No_2 policy (in SS below) does not work?!

I have "web content on NTP" disabled and I have set "about:blank" for "Set NTP URL" policy. On Edge startup the default page is "Blank" that is what I had set in "Settings" but NTP does not shows the "Blank" page, it shows "default" NTP (with Bing search bar in the middle and Office 365 links at top left, actually it shows ntp.msn domain contents again!)

I want to set NTP to a completely blank page too, like my "Startup" page.
