The fact that wsl isn't "recognised"....does this point to a path problem somewehere?
Let's try this:
In terminal, run the following command to install Chrome:
sudo dpkg -i google-chrome-stable_current_amd64.deb
Some packages will be missing after that command. Run the following command to install the missing parts and fix dependencies:
sudo apt-get -f install
Missing packages should be installed and dependencies fixed.

@Kari : done, but unfortunately the same result. Chrome icon present in Internet option, but clicking it does nothing. Probably an issue related to my earlier attempts at installation.

BTW : FireFox exhibits the same behaviour
I can only think one more option: to start from scratch. It's of course up to you to decide, but this is what I would do.
First, uninstall Ubuntu:
Next, press WIN + R and type optionalfeatures, hit Enter and disable (unselect) Windows Subsystem for Linux:
Restart, and start from scratch by enabling WSL in optionalfeatures and installing Ubuntu from Store.
Notice that it is important to uninstall Ubuntu first, to be sure that when WSL is re-enabled, it does not pick old remnants of Ubuntu config files.
Takes some time, but I would most certainly try this approach.
