Hi Shawn thanks for responding so quickly. I had actually tried 0.29.3 yesterday and still get the same results. Clearly it's not the installer as I haven't heard of reports from other regarding this. It must be something on my setup somewhere down the line. I can try it on my old windows 7 laptop but I don't think that will prove anything particular if it does work as it won't bring me any closer to solving this issue on 10.
As a test, you might try booting into Safe Mode, and see if you are able to install PowerToys while in Safe Mode. This way nothing else will be running that could be interfering with it.

Hmmm very true I'll give that a shot and post back. Cheers

Hi Shawn, I gave the old safe mode a shot which delivered a big fat no response from the MSI. Seems like it won't install from safe mode even if run as admin.

Odd. You might report this as an issue on the PowerToys GitHub page below to see if they may know more.

    Issues . microsoft/PowerToys . GitHub

Do you have this issue with other programs you try to install?

Good morning Shawn. Thanks for the update. I never did fathom out why Powertoys wouldn't install, even in safe mode. However I do run RX Rollback Pro so I was able to use an old snapshot which got me back to a clean enough copy of windows in that Powertoys would install.
I was beginning to get similar installation issue with other programs too, ergo it is reasonable to assume that maybe there was an issue with windows installer.
    Cheers
