    yes the person in question had ESET installed, after uninstalling ESET this happens
    Since this happened after an uninstall I suggest
    1 Check the ESET website for an uninstall tool. If they provide one then use it.
    and then
    2 SFC-DISM - TenForumsTutorials [Option 3 and do note the Dism command to run whilst online if SFC reports irreparable errors]
    and then, if the fault persists,
    3 Repair Install - TenForumsTutorials [despite its name, this is a repair procedure not a re-installation].
    and then, if the fault persists, both
    4.1 See if the fault happens in Safe mode. If it does not then an installed application is causing the problem.
    Boot into Safe Mode - TenForumsTutorials
    and
    4.2 See if the problem occurs for another user account. Create a new local user account for this test if you do not already have one
    Add Local Account or Microsoft Account - TenForumsTutorials
    Put a decent password on it so you need not be in a hurry to remove it after the test [and write the password down somewhere secure yet accessible]
