It would be nice if everything had a simple on/off toggle in Settings so everyone can set things to how they like.
There is one issue with this. If you have already disabled the Lock Screen (which can also be done in gpedit or in the registry) the blurred image displays fine but disabling the blur, removes the image from the login screen altogether leaving just a plain background. A bug methinks.
I just updated to v1903 and I hate this feature so turned off straight away.

OK. When I migrated to 1903 on five systems, I had to use GPedit to turn off the Blur Effect.
At no time was I left with a blank screen, the Blur Effect was simply disabled.
However, on two of those five systems, post 1903, the picture was changed to another of the default pictures, which was very odd.
I had to reset it back to the original.
FWIW.
Just looking at the screen for a few seconds makes feel me a bit nauseous.
This design choice will probably trigger migraine headaches in some people.
