When you install some 3rd party antivirus (AV) programs, they may automatically turn off Windows Defender. In this case you will not be able to turn on Windows Defender again until the 3rd party AV program has been completely uninstalled.

Thank you my friend, but in 1709 I installed another AV and the windows defender start up and showing in system tray and I used to set windows defender as a periodic scanning, and now after 1803 I have an AMD Radeon graphic card it's also showing 2 amd Radeon setting in tray after signing in, now I turned off in (sign in option) ((" Use my sign-in info to automatically finish setting up my device and reopen my apps after an update or restart ")), the windows defender start up in tray with the 3rd party AV and also 1 amd settings in tray,
can I use this " Use my sign-in info to automatically finish setting up my device and reopen my apps after an update or restart, ")) without the info shows in lock screen like 1709 ?

Sorry I don't speak English very well

No problem. Your English is fine.

What AV program did you install?

Some will disable Windows Defender, and others won't.

Avast, it's also works with Windows defender as a periodic scanning only, and the two start up in tray in 1709, now after I turned off ((" Use my sign-in info to automatically finish setting up my device and reopen my apps after an update or restart ")) the two works in tray in 1803 ,

I'm not sure how that would affect the Windows Defender notification icon from showing or not.

    Hello,
the reg key "Disable_Windows_Security_notification_icon_for_all_users.reg" doesn't seam to work whitin windows 10 pro version 1809 (build 17763.195). I created a virtual machine in VM to test it. No luck. I already disabled windows defender and a few other things by means of a batchfile using registry files as you can see in the attached image.
    Can you help me.

All notifications or just security ones?

For security: Turn Security and Maintenance Messages Off or On in Windows 10

For all try to disable push services, basically the opposite of [Batch] Windows Notifications Enable
    Code:
    reg add "HKLM\System\CurrentControlSet\Services\WpnUserService" /v "Start" /t REG_DWORD /d "4" /f
    sc config WpnService start= disabled
    sc config dmwappushservice start= disabled
    reg add "HKCU\Software\Microsoft\Windows\CurrentVersion\Notifications\Settings" /v "NOC_GLOBAL_SETTING_TOASTS_ENABLED" /t REG_DWORD /d "0" /f
