Works, using gpedit, with MS Edge 123.0.2420.97 Chromium with 1 change
UPDATE: Following worked only ONCE. Still leaving 9 to 11 processes. Oh well, if it gets out of hand, bringing down performance, will stop using MS Edge.

On MS Edge 123.0.2420.97, Chromium, I had the issue when exiting MS Edge Browser, it would leave around 9 to 11 processes hanging in the background, using up memory.
Utilizing Local Group Policy Editor, GPEDIT.MSC, followed your steps to Set Enabled and Setting its sub-option, highlighted, "Prevent pre-launching" under "Allow Microsoft Edge to pre-launch at Windows startup, when the system is idle, and each time Microsoft Edge is closed" via -> Computer Configuration\Administrative Templates\Windows Components\Microsoft Edge .
Restart OS, checked all changes were established in GPEDIT.MSC. It still left the 9 to 11 processes hanging around.
So I left as is (with the change) and went into -> User Configuration\Administrative Templates\Windows Components\Microsoft Edge. Found the same Policy, "Allow Microsoft Edge to pre-launch at Windows startup, when the system is idle, and each time Microsoft Edge is closed", and duplicated what was done under "Computer Configuration".
Restarted OS, checked all changes were established in GPEDIT.MSC, under both Computer Configuration and User Configuration.
Opened and Closed MS Edge session. Fixed, no more leftover background Microsoft Edge processes.
