I was able to still add them on my laptop that only originally had "Balanced" because of the new Power Mode level setting.

I am having the same problem. I am not able to access any power plan settings and get the message, "Your power plan information isn't available."
When I tried the first option to powercfg -duplicatescheme, it adds the plan but still I get the same message, no power plan info available.
Next I tried importing one of the files you made available. I got the message, "You do not have the permissions required to perform this action" even though my command window is opened as Administrator. (From the Start Menu search, I typed "cmd", right clicked on cmd.exe and chose, "Run as Administrator".)
Is there some way to get past this permissions restriction so I can import a plan?
