    Hi Brink, there's good and bad news
    The good news: I was able to restore all missing power plans. The bad news: the restored power plans show up as long as Modern Standby is disabled (value 0 in csenabled registry key).
    Here is what I did:
    I started having "Balanced" as the only power plan displayed. I then disabled Modern Standby as you suggested and multiple instances of the various power plans showed up as seen below:

    So I then went ahead to delete the added power plans to start from a clean state using your instructions
    I then added the power plans using Powershell as explained in this thread. The power plans were added successfully as shown below:

    I then enabled Modern Standby, rebooted and this was the result:

    So I disabled Modern Standby and finally got back the missing power plans again:

    Also I observed another change: now, the power icon in system tray does not show the slider to set it to save or best performance, as seen below:

    So the question remains: how to have Power in Control Panel show all Power Plans without having Modern Standby Disabled.

    @antares,

    It appears you won't be able to with Modern Standby disabled.

    what does "Standby" stand for? Is it the same as Sleep or Hybernate? and what feature/s does "Modern" add?

    Modern Standby is a very low power state that allows an instant on/off experience for your PC like a smartphone.

    Here's some more reference info from Microsoft below about it. Please let me know if you have any questions.

    Thanks Brink for the info. It seems that I have two options:
    1) Disable Modern Standby and choose "Ultimate Performance" option in Control Panel\Power
    2) Enable Modern Standby and choose "Best Performance" from the slider in the system tray battery icon
    Which option would you consider better?
    Also, what is the point of having "Ultimate Performance" (or for that case any additional power plan), if I can customize the "Balanced Plan" to show the same settings as those of "Ultimate Performance"?
    In addition to the advanced settings that one can customize for each power plan, are there hidden settings inherent to each power plan?

    @antares,

    It really depends on what you would prefer to use.

    "Ultimate Performance" will have your processor always running at full speed. The "Balanced" plan just won't do that.
