How to Enable S mode in Windows 10

    I've tried this steps twice and Installed it to VirtualBox first to see if it worked correctly, and it comes out as Windows 10 Pro not Windows 10 Pro S. The first time I created the .xml file using Windows System Image Manager and the second time I copied and pasted the text to the .xml file. I'm trying to get it to make a 1909 Pro S ISO to install on my laptop. Even tried the instructions at How to create a Windows 10 with S mode installation media | Windows Central and it didn't work either.
