The above version seems to be what comes bundled with the latest MCT build from which I clean installed two days ago.
Yes, as I said, that version 10.1806.2112.0 was in the first MCT for 1809 too. Looks like they haven't bothered to update it for the latest one (relying on the Store to update it instead).

I found how to update individual apps and this is what I now have. It doesn't now remember the last saved location
Turn of auto update in the Store, then pick and choose from the Store's Downloads & updates page? That's the way I do it.

The machine I was on when I replied previously has 1809 Pro (x64) 17763.292. I've just checked another machine (x64 Home, 17763.292) and that does have 10.1811.3471.0. Went back to the first machine and checked in the Store and it too now finds this update for Snip & Sketch.

So my apologies, this is the current public version after all. However, on both my x64 machines Snip & Sketch v.10.1811.3471.0 still remembers the 'last save' location. Yours should too, try resetting it.

I've tried a reset and its still the same... however...

A discovery. I open Snip and Sketch via a shortcut using filepath explorer.exe ms-screenclip: which I got from here:

It appears it is this that is now causing the issue with the latest version. If I open the app via the default tile/start menu button then it does appear to remember the last saved location. Use the shortcut (which I like because it takes you straight to the task needed) and it doesn't.

Well, I did a registry search for “snip” and found the registry entry for AppSnipandSketchFileSaveSettings. It has a LastLocation value that was populated with the default folder. I removed the values and it now appears to populate with the last saved location from its task bar location or from the start menu.
