Add or Remove Items for All Apps in Start menu in Windows 10

Alright my man I got a workaround, but I'm at a loss and I have no idea why it works.

The shortcut I was working with was made by right click-> Send to -> Desktop (Create Shortcut). As we discussed when I copy it over it creates a tile. I made a NEW shortcut via New-> Create Shortcut and just directed it to my Desktop (randomly). When I copied this shortcut over it went into all apps. While the shortcut was in all apps I right click -> properties and edited the location to 3DMark. It stayed in all apps and worked as it should.

But here's the kicker. I then moved the shortcut THAT WAS JUST WORKING out of the Programs folder, made sure it was gone from "all apps", and then put it back. You know, for science. It made a tile! I then made another new shortcut but this time immediately had it direct to 3DMark. It made a tile.

The only way I could get it to work was by making a shortcut, moving it to the programs folder, and THEN editing the shortcut to direct to 3DMark.

My caffeine titer is low, so I must be missing some blatant, basic step to add a shortcut to my account's All Apps list in the Start menu (Option1).
The new process both for creating shortcuts and for adding/removing items to the Win10 start menu has me flummoxed.
Your tutorials are always "topnotch", so this must be a cockpit error on my part.

I have d/l the wushowhide.diagcab and saved it to my downloads folder.
I have done Step 1 on Page 1 of THIS tutorial to navigate to the Start Menu Programs folder.
But HOW do I actually complete Step 3 to create a shortcut and then add it to the Start Menu "All Apps"??

I think I need to first somehow create a shortcut for the .cab file and then add it to All Apps in the start menu???

Please advise.

P.S. I have been postponing the probably inevitable installation of Class Shell.
I would rather not have to install a 3rd-party program to be able to perform basic Windows tasks.
But this new workflow in Win10 for a basic functionality might force me to do it.
Sigh.

I find it works best when you create the shortcut on your desktop first, then move it into the Start Menu Programs folder.

You could right click on the .cab file, click on "Send to", and click on "Desktop (create shortcut)" to do so.

As soon as I posted and closed out my browser session, I had my "Ah Hah!" moment.
Yes, I created the shortcut via Right-click context menu (which placed the shortcut in the same folder as the cab file, not on the desktop, but whatever).
I then copied it to the Start Menu Programs folder and deleted the original shortcut.

Mystery solved.
Sorry, I experienced some sort of cockpit error. Old age sux.

Holy frickn' Bananas Batman, this is back to bite me on the butt.
I had thought this was fixed in a previous build, either I got lucky and it was working properly for a while or it returned with the change to the start menu in the Anniversary update (and it's only just caught my attention again).

Placing a shortcut (firefox in this case) in either C:\Users\Broags\AppData\Roaming\Microsoft\Windows\Start Menu\Programs or C:\ProgramData\Microsoft\Windows\Start Menu\Programs gives me an all apps shortcut and a start menu tile.

Really disappointed that this is still an issue.
Anyone know if there is an offical bug report for this?

I will try and fix this again a little later, other stuff to do right now.
