I suppose you could pin those apps to Start to use for now until you can get them to show in All Apps.
    >>>> no that is part of the problem. Pin to Start has no effect on anything for me UNLESS it is a link already in the All Apps list

In that case, you might consider doing a repair install to fix this and other issues without losing anything.

Thank you. On build 10586.218. I wanted to put a shortcut to scanpst on the start menu for a particular user. Had already achieved exactly what I wanted for Administrator, that is, a shortcut and no tile. However when I tried to do it for a particular user I must have made a mistake and I finished up with a tile & no shortcut. Then deleting the tile and trying again was no better (all as others report).

I then used a simplified variation of Anleck’s method. Signed on as Administrator, I simply renamed the particular User's TileDataLayer folder (ie did not register a temp user) then restarted. W10 recreated TileDataLayer folder for that user, and the shortcut was in the menu, without a tile. There were no other tiles either; I had deleted all other tiles deliberately previously.

    Same problem here...

Same problem here as some others are experiencing.

I have tried adding shortcuts to programs to either of these locations:
    %AppData%\Roaming\Microsoft\Windows\Start Menu\Programs
    %ProgramData%\Microsoft\Windows\Start Menu\Programs

But they won't show up under "all apps".

Is there a solution to this yet? I assumed not, since I didn't find anything new in the start post of this topic.

I am also confirming this does not work. Following the instructions creates a tile and does not add anything to the "All apps" section of the start menu.

    Hello Celeras, :)

Which option are you using, and what shortcut are you trying to add?

I just tested OPTION THREE adding an "Instant Restore Point" shortcut (.lnk) file and folder, and it shows in my All apps.

    Hi Brink,

I tried all the options listed, appdata and programdata had the same results.

I am trying to add a desktop shortcut for 3DMark so it is grouped in all apps with 3DMark 11 & Vantage. It only shows up as a tile on the right.

Go ahead and post screenshots showing the shortcut in "All apps"/Start menu and the Start menu Programs folder to see if anything may stand out.

If a shortcut of the application already exists in "All apps", then adding another shortcut of the app will not work.
