    Can you manually format it?
Yes I can. And I used the same USB when I downloaded the "Win10XPE - Build Your Own Rescue Media" in the "Software and Apps" forum, so I have no idea why this error.

What I was looking for (and I think I posted something similar in that forum section as well) was a boot environment where I could install just a few of my own software. While the Win10PX is nice, it has way too much software that I would never use. I guess I could just not look at it or use it, but being retired (and sheltering in place!) it would make a nice project to fill the time.

Or you could just deselect the Win10XPE Application(s) you do not want or need

There are times that my engineering DNA protects me from seeing the obvious. Thanks for the good laugh!

    Create or Modify Win PE

To add optional components eg. language, after mounting Win Pe boot image:
    Use DISM /add-package
    eg.
    Dism /Add-Package /Image:"C:\WinPE_amd64\mount" /PackagePath:"C:\Program Files\Windows Kits\10\Assessment and Deployment Kit\Windows Preinstallation Environment\amd64\WinPE_OCs\WinPE-HTA.cab"
    or
    Dism /Add-Package /Image:"C:\WinPE_amd64\mount" /PackagePath:"C:\Program Files\Windows Kits\10\Assessment and Deployment Kit\Windows Preinstallation Environment\amd64\WinPE_OCs\en-us\WinPE-HTA_en-us.cab"
    or
    Dism /Add-Package /Image:"C:\WinPE_amd64\mount" /PackagePath:"C:\Program Files (x86)\Windows Kits\10\Assessment and Deployment Kit\Windows Preinstallation Environment\amd64\WinPE_OCs\WinPE-Font Support-JA-JP.cab"

    To add app/files/folders:
Create a directory inside the mounted WinPE image, or just copy files to the local WinPE/mount folder/directory.
(When booting WinPE, the files will be in X: directory)

Then clean, unmount & export the image (WIM file) which may be burned to disk/usb or saved as ISO file.

I can copy (instead of installing) portable software onto the USB stick containing my 598-MB WinPE.
