How to Turn On or Off Automatically Hide Scroll Bars in Windows 10 UWP Apps
Starting with Windows 10 17083, Microsoft has added a new setting for those who would prefer their scrollbars stay always visible in UWP (XAML) apps. Turning this setting off will result in the scroll bars in UWP (XAML) apps persisting as scrollbars in their full expanded size, even when not interacting with them.
Start won’t follow this setting yet in build 17083, but Microsoft is working on it.
Starting with Windows 10 build 17110, Start will now follow this setting.
This tutorial will show you how to turn on or off automatically hide scroll bars in UWP (Store) apps for your account in Windows 10.

1 Open Settings, and click/tap on the Ease of Access icon.
Starting with Windows 10 build 21359, the Ease of Access category in Settings has been renamed to Accessibility.
2 Click/tap on Display on the left side, and turn on (default) or off Automatically hide scroll bars in Windows under Simplify and personalize Windows on the right side for what you want. (see screenshots below)
The downloadable .reg files below will modify the DWORD value in the registry key below.
HKEY_CURRENT_USER\Control Panel\Accessibility
DynamicScrollbars DWORD
0 = off
1 = on
1 Do step 2 (on) or step 3 (off) below for what you would like to do.
This is the default setting.
A) Click/tap on the Download button below to download the file below, and go to step 4 below.

4 Save the .reg file to your desktop.
5 Double click/tap on the downloaded .reg file to merge it.
6 When prompted, click/tap on Run, Yes (UAC), Yes, and OK to approve the merge.
7 You can now delete the downloaded .reg file if you like.
