    How to Turn On or Off Online Speech Recognition in Windows 10


    When online speech recognition is turned on in Windows 10, you can use your voice for dictation and to talk to Cortana and other apps that use Windows cloud-based speech recognition. Microsoft will use your voice data to help improve their speech services.

    When online speech recognition is turned off, you won't be able to speak to Cortana or use dictation. You can still use the Windows Speech Recognition app and other speech services that do not rely on Windows cloud-based services.

    This tutorial will show you how to turn on or off online speech recognition for your account in Windows 10.

    OPTION ONE

    Turn On or Off “Online Speech Recognition” during Windows Setup


    1 When you get to Choose privacy settings for your device during Windows Setup while doing a clean install of Windows 10, you can turn on (default) or off the Online speech recognition privacy setting for what you want. (see screenshots below)

    OPTION TWO

    Turn On or Off “Online Speech Recognition” in Settings


    Starting with Windows 10 build 17704, Microsoft separated Settings > Privacy > Speech, Inking & typing into two settings: Settings > Privacy > Speech and Settings > Privacy > Inking & typing personalization.


    1 Open Settings, and click/tap on the Privacy icon.

    2 Click/tap on Speech on the left side, and turn on (default) or off Online speech recognition for what you want on the right side. (see screenshot below)

    3 You can now close Settings if you like.

    OPTION THREE

    Turn On or Off “Online Speech Recognition” using a REG file


    The downloadable .reg files below will modify the DWORD value in the registry key below.

    HKEY_CURRENT_USER\Software\Microsoft\Speech_OneCore\Settings\OnlineSpeechPrivacy

    HasAccepted DWORD

    0 = Off
    1 = On


    1 Do step 2 (on) or step 3 (off) below for what you would like to do.


    2 To Turn On Online Speech Recognition

    This is the default setting.

    A) Click/tap on the Download button below to download the file below, and go to step 4 below.

    3 To Turn Off Online Speech Recognition

    A) Click/tap on the Download button below to download the file below, and go to step 4 below.

    Turn_OFF_online_speech_recognition.reg

    Download


    4 Save the .reg file to your desktop.

    5 Double click/tap on the downloaded .reg file to merge it.

    6 When prompted, click/tap on Run, Yes (UAC), Yes, and OK to approve the merge.

    7 You can now delete the downloaded .reg file if you like.

    Hi Shawn:
    In Option 3, I think you meant to say that
    HKEY_CURRENT_USER\Software\Microsoft\Speech_OneCore\Settings\OnlineSpeechPrivacy

    HasAccepted DWORD
    should be

    0 = Off
    1 = On

    The 2 reg files that you have for turning it on & off use 0 for off & 1 for on.

    By the way, I notice that after using Cortana & closing it, it's still available using Alt+Tab. I can only get rid of it by ending the Cortana.exe process in the task manager.

    Also, "Hey Cortana" doesn't seem to work. When I bring up Cortana, go to settings & choose voice activation, I get a message: "Voice activation is currently unavailable and will be included in a future update."

    Thank you @phrab. Type now corrected.

    Unfortunately, ever since Cortana has been updated to a stripped down app, it has lost voice activation. Hopefully, it will be added back soon.

    The location of Turn On or Off “Online Speech Recognition” by using group policy is as following. (Windows 10 x64 20H2)

    Computer Configuration -> Administrative Templates -> Control Panel -> Regional and Language Options -> Allow users to enable online speech recognition services

    The registry key of Turn On or Off “Online Speech Recognition” by using group policy is as following.

    [HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\InputPersonalization]
    "AllowInputPersonalization"=dword:00000000

    0: Off
    1: On

    I have a question, I do see that there is a registry key for turning the dictation tool on or off, downloaded those two.

    My question is this, is there another registry key that can be modified to extend the time from 10 seconds without sound and it turns off to no turning off or continuous?

    Surely there is a key with that timer interval in there somewhere, and it could be modified.
