Just to verify, did you restart the computer to apply after disabling Timeline using either option in this tutorial?
I just did a restart and it has been disabled as expected.
The solutions provided do not mention this step but anyways I had to do it to be on the safe side.

Normally, you do not need to restart the computer to apply if disable by gpedit.msc.
A restart is required if done via registry (aka: option 2) though.
