I couldn't find it either in Store, this is why I didn't provide a link. How I ended up with that UWP app was through MSI themselves; if you have a MSI board with a Realtek audio chip, you should be able to find a Universal version for RS3 and above.
Once you install that, if you go to Store, you will be able to find a Realtek Audio Control app in Downloads&Updates. This is what we can't find through searching the Store (or the web, pretty much).
If you want to try the app and don't have an MSI board, it might not work, so try at your own risk. You shouldn't need an account to access their Support section.

A few more things about 8447 and 8451. There are some structure differences between the 2 driver packages. 8451 seems to be the full "legacy" package, 139MB in size. 8447 has a 14.2 version available for download, which is what I used to update my device. The package contents seem quite different.
Another weird piece of info is that you get some new stuff into Device Manager with these "new" drivers and UWP interface, and some ICEsoundservice as well. Pretty sure I haven;t seen these before.
