So personally I use EqualizerAPO with Peace Addon to simplify settings and use the gain slider to boost volume. It's actually pretty easy but seems really complicated at first glance. It's a system wide EQ so affects sound everywhere.

For Chrome/ Edge Chromium there's a decent browser plugin EQ available.

For video there are media players that can boost sound.

For music there are audio players that can boost sound.

Headphones: Personally I invest in Active Noise Cancelling headphones. I have two sets and they both boost volume with active noise cancelling enabled.

Equalizer APO and Peace add on. You set it like this:

Set and forget. You can still use the usual volume control in windows but volume will always be boosted according to your settings in Peace.

Exactly. Looks complicated but it isn't. It's set once then forget about it.

Other than that there are other similar system wide EQ's or just use apps with the function built in.

    Also check volume mixer settings.

Other stuff as examples. There are many alternative softwares.

ntn - went thru what I understood, but no help. found spot where a volume bar was not all the way up, figured that was it, but no difference.

callender - Im not touching that, looks like too likely to foul something up. or, I was wondering if I could do a restore point before changing anything, so I could go back? was thinking I should have one in case of trying any type of changes, sound or otherwise?I

sounds like maybe I'll look up something in a "top ten...." list that sounds easy, see if it works. If not, guess that means go to an external speaker?

The easiest way to get a BIG volume boost is using your HDMI 1.4b port and plug a TV with HDMI as monitor.
Then your PC will use the speakers at TV.
That should do, I think.....except that your neighbours probably won't be too happy.
You still have this opportunity, you know. Seriously!

It's one program to install and one GUI for the program. Any problems and it's easy to uninstall. No real need for a restore point but it wouldn't be a bad idea.

Really it only takes a few minutes at most to set up. If you want to try just grab the softwares, install and follow the steps in the screenshots.

Basics. Run editor and tick instant mode.
    Run configurator and select devices.
Run Peace (Equalizer) and adjust gain/ base/ treble and choose devices.
    Save configuration.
    That's all.

Your problem: You need a system wide method of boosting audio.
