    Most Dell's require the Dell model specific Realtek driver for proper operation and same way Waves MaxxAudio (Pro) requires the Dell Realtek driver for proper operation.

    There is a March 2021 Realtek version on the Dell downloads for the 3576
    Version 6.0.9107.1, A19 Release date 08 March 2021

    You are assuming that 28 volume is the correct one.

    You are probably wrong.

    Since most Realtek drivers default to 67 as volume for desktop computers, end-users change the volume in the computer speakers' physical volume.

    Since there is no physical volume knob on a laptop, but the laptop manufacturer also know how big the size of the laptop speakers they put in --- so the laptop's default audio driver with the default volume setting would be the correct volume for most people.

    You can go to Dell's forum and ask what their laptop default volume is. When you install a dell audio driver and if the dell audio driver defaults to 67 as a default volume, then that is the approximately the correct volume for most people.

    If you google the "loudness war", you will find that most people prefer louder sound. So if the default volume is 67 and you prefer 80 as volume --- that's looks also normal to me.
