1.0.616.0 cab file also contains an update to Realtek Hardware Support Application (11.0.6000.294).

There is also an update, 1.0.617.0, available on MUC:
Realtek Audio Universal Service 1.0.617.0

Well, that's actually normal and just the way Windows does it. I always assumed the "device not started" part is just a snapshot of the driver installer at the time it was copied into the driver repository. It then obviously gets started immediately after that, hence why it's shown as working fine and no sound issues.

INT is most likely Intel Smart Sound Technology.
