Set custom ringtone in iPhone?

Is there any way to set custom mp3/m4a ringtone in iPhone XR without using itunes?
I previously used wondershare dr.fone in my Win 10 laptop to achieve this but since today it is no longer identifying the plugged in iPhone

Is there any other free software for this? My Windows version is 1909.

Wondershare dr.fone used to work absent iTunes, so wondering if any similar app out there.

Only the name changed. They broke it into two sections on MacOS, but it is still iTunes. Windows sid. ot see any changes to the iTunes app other than it is now downloaded from the Microsoft store.
