So, looking at the 2nd image you provided, there is a "Connect" option from that menu. Out of curiousity, do you get any helpful messages when you click on that option?

Have you try On the taskbar, select the action center thought bubble Action center icon and make sure Bluetooth connect.
Bluetooth logo is turned on. Then choose Bluetooth device to connect?
Try run troubleshoot for Playing Audio and bluetooth?

    Thank you for reply.
I can not run troubleshoot for device playing audio. It is connected via bluetooth, but in troubleshoot it says "stereono jack information available" (i add some pic.)

Maybe you need update driver for your Bluetooth headphone drive? Do you have any CD come out with headphone?

    - - - Updated - - -

Or try disconnect Taotronics sound bar in your Bluetooth & Others Device and re connect again to see if it work?

I may be wrong here, but what version of bluetooth does you laptop have? Is it possible that the headphones require one version (for example version 4) and the laptop has an older version of bluetooth that is not compatible?

    Seems device have
"Soundbar, TaoTronics Sound Bar for TV, 34 Inch Soundbar for TV with Bluetooth and Wired Connections, Home Theater Audio and Bluetooth 4.2 Speaker with Deep Bass (Updated Version)"
    4.2, if i understand correct...
My desktop have LMP 8.256 - it shud be 4.2, i think?
My laptop have LMP 6.1 - it shud be 4.0?
    Seems ok?

I cant understand why there is 2 options in device manager .....

I have the identical problem: Taotronics Bluetooth connects but no audio on Windows 10. Tried all the reinstalls, driver updates, etc. The same Taotronic device connects and provides audio with iOS, Android, and Linux systems.
