There's no sound when I connect and disconnect USB devices. The sounds used to work until one or two weeks ago. I am not sure if the other event sounds work or not, but I can use media players without issues.
If I check the Sounds tab under Settings, I can see the event sounds are enabled. They also play on the speaker if I click test them. I can find no problem with sound drivers.
I am using Build 17763.720.

In a solved thread here, the user used a System Restore point to restore the notification.
I suppose you could try uninstalling the root hubs in Dev Manager and rebooting.
Thanks for the reply. I wouldn't perform a System Restore simply because there're no sounds when inserting and removing a USB device. Right now, I suspect it's caused by a bug from a KB update.
If you suspect that, you could check your Update History and see if you received one around the time this started, then try uninstalling it.
Also check the News section for that update.
(There was an update that broke some USB devices in 2018 for 1709, but that's different and by way of a parallel).
Also consider that MS has started offering (apparently) 1903 to 1809 users. You could expect this to be fixed when upgrading.

Ah, you mean no system sounds were working- not just those for a USB device.
