FWIW there are many "old non supported by the PC vendor" PC's that work OK on Win 10 and there are a lot that don't. This one appears to be in the "don't" category. Win 10 1809 was not kind to older hardware and going back to 1803 is one option.
The random buzz is back again. And now it distorts the sound on every game and app that is running. It doesn't matter if it is a local game or a local prog running. It is also doing it on live audio streaming. I can still operate with this buzz except for receiving digital data transmissions. The buzz messes up the digital data stream. This is getting frustrating.-
By the way the latest Realtek audio driver is installed.

Fireberd, the sound problem is back. Now it effects all programs, games and other programs that use sound.
Update. I have since found that the buzz in the Youtube audio part of a movie is only there in full screen mode. In the normal box mode, the sound is fine.

I found something very interesting. My room mate is running a slightly older (I think a Dell) tower OS Win 7 Home 32bit. He has the same buzz, distorted sound and problems with the video at the same time as the buzz. And it is random also. I got him that used rebuilt tower from a local tech for Christmas 2018, OS Win 7 Home 32bit. I got the tower for him because his old tower was about go belly up and croak. I just found out that the buzz in his tower started about the same time as it did in my laptop. I am thinking it mite be something in the cable co's wireless/lan router or a problem in a line amp on the cable tv cable. The tower is lan connected to the router and my laptop is wireless. I think the problem is in the router or the internet signal it self. I would like some input on this before I call Spectrum and start a trouble ticket. Also before I call Spectrum on this I am going to wait until we move on the 1st of July and get setup in the new apt. Also an extra tidbit of info. I took my laptop to CR (a church activity) last Thur. I tied into the Churches free wi-fi and watched a few episodes of Rat Patrol on Youtube before dinner started. There was NO buzz or distortion in the sound period and the video was fine.
PS. this problem is only on the internet. Cable tv on all ch's is fine.

Still the same cable tv, house phone and internet service. The router was changed out, the router was overdue for a change out. My room mates tower is 100% fine. But I still have the random buzz, sound and video. I am beginning to think that I have to replace the motherboard. A though is there a way to kill the power to the built in sound card and use an external USB sound card?
