ok, I downloaded mediainfo. there is a diff on the audio in these files.
the wont play one is 96kbit/s, 1 channel AAC

Hey - check this:
Open "Control Panel" > change view to "Category"
Double click on "hardware and sound"
Double click on "sound"
Right click on "speakers"
Left click on "configure speakers"
Select "Stereo" if your system has simple stereo. If you select "surround sound" setting it might cause the problem.
Left click on "next" and complete the operation.
Relaunch browser and test.
You fixed it, it plays that youtube video. It was set to surround for some reason. I do have stereo speakers and 1 woofer. An old speaker set made by dell.

And those weather.com videos are playing sound.
