Following that, if you wished to compare a clean install with your current installation, you could create a disk image of your current system (routine use of imaging recommended anyway), clean install and check for latency issues.

You can then restore your PC from your disk image.

If the clean install still shows latency issues, you could try earlier Win 10 builds.
One user found latency issues when upgrading from 1709 to 1803.

Hi guys, I've tried all fixes linked- and pretty much all the ones that arent. I've also done clean installs and tried the different versions of windows too.

Another possible approach is to consider the interface over which you are experiencing stutter. Is that... analogue wired- bluetooth - hdmi etc?

One user found that simply by using a different audio interface (via hdmi I think) there was no stutter.

For analysis, please try sending user zinou a private message to ask for help with analysis, as I suggested.

Whilst you could try disabling drivers, eliminating certain hardware, that's a random stab in the dark without analysis.

It might also be interesting to try using a live boot disk (e.g. Kyhi's, iso available from the top of the Software and Apps section here. Boot your PC from that (Win 10) and see if you still have the same problem.

Quite different hardware but this may have your attention.

Sound artifacts and high DPC latency seemingly related to storport driver can be caused by switching between Cx power saving processor states. My pci-express add-on soundcard works correctly only if C states greater than C1 are disabled:

If you want to give it a try, see your mobo manual:

On the ROG forum for Realtek Audio drivers they recommend(bottom of first post, under tips):

If you experience crackling, popping, audio stutter and/or if you want better interrupts delivery latency
Enable MSI (Message Signaled-based Interrupts) mode on all your devices with MSI Utility (Free/Open-Source) :
Release MSI utility v2.0 · CHEF-KOCH/MSI-utility · GitHub (Right click on "MSI_util_v2.exe" > Run as administrator).
I have never needed or used it, so I can't answer any questions about it.

You have to start with a "clean" system. As you have apparently done reinstalls, and I take it that there are no latency problems on a new install, it has to be an app that is causing the problem.

no latency problems on a new install,
    - not necessarily true, I believe, but could be here.

You're right, it's definitley hardware related as the new installs also have latency issues as well.

In response to everyone else who replied (I really appreciate it) I have already enabled all the MSISupported things I can, and I'll give changing my C-states a go.

Since this is a Gigabyte board, did you install easy tune? If you did that is a known cause of audio problems. I had a Gigabyte Z77 motherboard and installed the Easy tune and was having audio clicks and dropout problems. A person on a recording forum that builds commercial audio and video recording systems spotted I had Easy tune installed from a screenshot I posted. He told me to get rid of it and when I did my audio problems went away.

I don't know about Cloud Station as that wasn't around when I had the Gigabyte board.

I no longer have any of the optional softwares provided by gigabyte installed, I'm versed enough to be able to fix any sort of problems I have so I don't really need them- bar this one.
