    Odd Windows Sound Issue

I was having trouble hearing out of my speakers on this new laptop. The volume was almost low enough I had to put my ear to the speaker to hear it. I uninstalled and reinstalled the sound device and made sure I got the latest drivers from HP but the sound is still very low.
I went in to check the sound settings for the device in Control Panel -> Hardware and Sound -> Sound and clicked on my sound device and clicked Configure and when it test the left and right speakers it's very loud. So I clicked on the Properties for my sound device and clicked the Advanced tab and tested there, also very loud. So I went to the volume control in the system tray and when I slide the volume control left and right I can barely hear it at 100. On a whim I opened a browser and checked a YouTube video and the sound is fine there too.
On the surface this looks like an odd issue that doesn't effect much, but I rely on audio notifications from my PC. I have a soft phone installed and the ringer, along with Outlook mail notifications are barely audible.

Any clue what would be holding my audio back anywhere I haven't checked it?

If I understand your post, you are saying the volume of system sounds is much lower than those from other audio sources.

If you have this option available to you (I think I read the current build 1803 differs here) see

Yes I have the version 1803. I did all available updates when I got this thing a couple weeks ago. Oddly enough my softphone and email notification are fine now... However I can still barely hear the volume as I slide the level up and down.
