    Hi,
    I'm afraid not, even on Build 17074, unless your app lets you do that.
    Perhaps, on new built, there is a way to block apps under "Permission" settings. We'll see soon...

    Hi,

    Finally, on 1803, you may go to Settings/System/Sound-->(scrolling down)Other sound options/App volume and device preferences and adjust opened apps and devices volume, permanently.
