It knows that there is a newer version. Or it could have been that remove CS tool??

Yes, 4.4.127 Removes Classic Shell or Classic Start whichever you have installed seem to be completely with me, although there may be some registry settings left behind? As was intended for 127

I was trying to install Classic Shell 4.3.1 after removing 4.4.109 and using the CS remove tool. So everything should have been removed. Classic Shell 4.3.1 would not install as it said there was a newer release. So I just installed 4.4.127. Since they changed the name twice , I cannot understand why they did not start out with Open Shell 1.0..

Yes, there is a whole long thread on GitHub about the name, I don't know if it actually confirmed yet. Its really to bad that IVO wouldn't allow them to keep the same name.

I don't understand why IVO quit on it as it was fixable..

Some 8 years of providing freeware which most deem better than other programs offered commercially is quite a commitment.. and it could get tiresome keeping up with the latest quirk (sorry, change of design spec) from MS

This is posted elsewhere, I am sure, but just to refresh IVO's reasons for discontinuing his participation.

Just thinking out loud . . . once IVO has had a little rest, he may want to get involved in the new Open Classic Shell (or whatever they decide to name it).
