Mine was dead for a while, when I reinstalled several APP's I had before, it went live.
Mine seemed to magically spring to life last week on its own. Maybe install a free app and leave computer alone for a while and see if it triggers it.
There was update of Microsoft Store app this week. It makes Store live working again but only on my x64 machine and on x32 machines it is still not working. Updated both machines, I did it manually, turned off automatic updates in Store settings. I saw folder destinations in Local/Packages/ and in some folders it pulled down pics for tiles but it does not change it in Start menu. Ridiculous.
Any newer workaround? :)
Second laptop, changing network adapter power setting to performance, started up all the tiles. your tiles need internet access, balance setting seems to cut power there.

I am user of PC, not laptop. Tried this, there is no Network Adapter there. Anyway, all Tiles work well but the Microsoft Store tile, which is dead. I tried everything I imagine and no result. The silly thing is that only Microsoft Store up is dead, all others work well.
I thought something is wrong with sign in with Microsoft Account, tried that also, Microsoft Tile is still dead. This is kind of ridiculous thing. On my x63 machines Microsoft Store tile works, on my x32 machines Microsoft Store tile is dead.
Anything more?
Laptop/notebook is a PC. they're just portable Desktop computers..
In control panel, click on Power Option, when it comes up, click change power settings, there you see change advanced settings, in the pop up screen, click the + on the Network Adapter, change it to performance.
Tried that already. There is not any Network Adapter, where I can press + to open further options in order to thick Performance.
Still nothing. As I said this thing is happening only on x32 machines, I tried on several of them. On x64 machines it works well.
The funny thing is that only Microsoft Store is not working. I checked folder in user/app data/local/packages and in Microsoft Store folder there is a place where I can see it download small pics or pics for tiles, but it does not change it in Start menu. Since it download pics, internet works, the question is what stopped it from changing tile in Start Menu. That part I cannot figure out yet.
It is up to MS and the Apps to sort this. I have had Live tiles for around 4 years and there is always the odd Live Tile that does not work at sometime, that includes MS Store, Weather, Mail. It takes MS many years to sort some problems, at least 15 years....
I take the view you are just wasting effort on this.
