Problem After Installing Fall Creators Edition

    @Bree: I tried switching some of those settings off temporarily but no go (still get the UAC Block Warning)...
    I googled around and someone had the same problem and he tried several windows 10 resets but there was no change...
    Finally, he posted he cleaned installed again, and that fixed the problem...

    There is two ways I could go:

    1) Try re-installing clean again from my dvd iso and if that doesn't do it, re-format my HP to the original factory image (which was on the now out of date version 1511) and from there to the upgrade with the upgrade assistant...in doing so, hopefully avoiding whatever path is getting corrupt and causing this...

    Or:
    2) Not bother trying to do another clean install and just do the re-format and upgrade method to Fall Creators Edition...

    Really hate doing re-formats of course (they take so darn long...think it took about 4 hrs the last time I did one) but if that is the only way, I won't have much choice...

    I've just downloaded VLC 2.2.6 from the Video Lan site and installed it successfully on my test machine, one that upgraded to Fall Creators 16299.15 from 1703. No problem, even with Defender's app protection set at 'block'. There certainly seems to be something not quite right about your install. Perhaps it's got corrupt smartscreen data? Not sure how you'd reset that.

    If you have been setting it up the way you want and don't want to loose that work, then before trying anything else I'd try in sequence...

    sfc /scannow
    Dism /Online /Cleanup-Image /RestoreHealth
    (if errors are found, restart and try each again - as Brink says, it can take up to 3 runs to fix all errors)
    Run SFC Command in Windows 10 Performance Maintenance Tutorials
    Use DISM to Repair Windows 10 Image Performance Maintenance Tutorials

    Then, if that doesn't fix it...
    Repair Install Windows 10 with an In-place Upgrade Installation Upgrade Tutorials

    Thanks for the suggestions...just out of curiousity, I tried downloading the media creation tool and when I tried to open it, guess what? Same message...it is even blocking MS stuff!!!

    I figured maybe i'd try re-downloading and making a new dvd iso but looks like if I end up trying a clean install, I will have to go with the iso I already made about 2 days ago...

    I did do the clean install but it made no difference...still get that stupid message and prevented from installing any downloaded programs...
    I guess the only chance I have is to reformat to the original hp image running that old version windows 10 1511....and then from there use the update method to move to fall creators update...though I realize even that is no guarantee...I hope I don't have to end up buying a new laptop to solve this weird problem...

    I use to use Ubuntu and could go back to that of course and delete windows...but I really like windows 10 and hate to give it up

    What type of activation do you have and how do you log in - with a local account or a Microsoft account? Post a screenshot of your activation page in Settings.

    Digital activation...from the ms site...I did previously do a clean install of 10s version by mistake (the one that only lets you install windows store apps...However, when I re-installed clean (wiped everything) is when I noticed the problem...now I re-installed clean again and still having the problem...

    Originally I did reformat to the original HP image and upgrade to latest version from there (with factory stuff left intact) but honestly, when I was running the image and when I did the upgrade, I had not tested to see if downloaded programs would install...I was having another issue , which is what set me off on the path of doing clean windows installs without the factory stuff...

    as far as accounts, when I installed it had me set it to my Microsoft outlook e-mail...then I changed it over to local account with just my first name and new password....However, even before I switched to the local account, I tried it and was getting the blocking message so it doesn't seem to be related to the account...

    If you are clean installing then it is possible the original ISO is faulty in some way. Either that or your digital activation is restricting you in some way but I think that is unlikely.

    I would tend to think so also...wouldn't seem like the digital activation would cause the problem as I would assume that remains the same on their servers (even if I did accidentally install 10s I have since done clean installs of Windows Home Edition and each had no problem activating)...

    In fact, I wanted to re-download the Fall Creators Update using the Media Creation Tool, and use that (just in case, as you mentioned that possibly it could be the download itself that is causing the problem) but guess what? Although I could download the tool, the stupid BLOCK is preventing me from opening it (and that's an MS tool).....so as you can see, it's blocking me from installing ANYTHING....

    So, since I can't download another copy (which i'd love to do first) looks like I will be stuck doing the long, round about way (Re-formatting and then upgrading)...

    Or find a friend who will let you download the ISO - you can specify that you want to download for another device and you just have to be extra careful to specify the right version, and language for your own system so that it matches the digital license from when you originally activated your laptop with W10.

    Thank you philc43...Unfortunately, I can't get to anyone currently to download It for me...It's a shame as this clean copy is running beautifully, except for the "block problem"...At least with going with the re-format to HP image and then upgrading, I won't have to worry about exactly matching the edition that MS has on record for the digital license...
