These are some dism commands that you can try:

    Try the esd first.

    dism /online /cleanup-image /RestoreHealth /limitaccess
For these look in file explorer > this PC > drive letter for the bootable windows 10 iso > change the letter in the command to this drive letter.
Dism /Online /Cleanup-Image /RestoreHealth /Source:wim:\sources\install.wim:1 /limitaccess (for this the source file for wim is on drive D)
Dism /Online /Cleanup-Image /RestoreHealth /Source:esd:E:\Sources\Install.esd:1 /limitaccess (for this the source file for esd is on drive E)
    Dism /Online /Cleanup-Image /RestoreHealth /Source:esd:C:\$Windows.~BT\Sources\Install.esd:1 /limitaccess

In post 26 there were steps listed to fix the operating system corruption.
Are you able to follow them?
In post 29 was the suggested dism repair command.

I have done everything in post 26, I pasted the link to onedrive for the files in the copy and paste that was in the post. I did all the seagate tests and they passed 100%. I have removed advanced system care and bitdefender and am now using windows defender. Nothing seems to work.

Memtest86+ version 5.01 won't work, I get the msi.dll error message when i try and open it. None of those dism links work either, It just says the source folder could not be found even though it is stated in the command. Here is another link to the files from the large command line in post 27 Microsoft OneDrive - Access files anywhere. Create docs with free Office Online.

Methods used to use Memtest86+ when initial attempts fail:

    Note
If you have fast boot or ultra fast boot enabled in your UEFI firmware settings, then you will need to temporarily disable fast boot or ultra fast boot to be able to boot from a USB.

How to Enable Fast Boot or Ultra Fast Boot in UEFI Firmware Settings for Windows: Enable or Disable Fast Boot in UEFI Firmware Settings for Windows Performance Maintenance Tutorials

    1. Try another USB stick
    2. Try all USB ports (2.0 and 3.0)
    3. Maybe when using UEFI Bios u have temporarly switch to Legacy in BIOS settings
    4. Turn off temporarily fast boot, secure boot, CSM if enabled

The very last person that troubleshooted memtest86+version 5.01 used these troubleshooting steps:
"I enabled CSM and disabled Secure Boot."
