...the name of the software is called RPMSoftware 4.8. .....there is no website/ no wiki page/ no link at all to the program anywhere that I could find online.

]In August of 1998 RPMSoftware became a part of The PROMAS Landlord Software Center, the publishers of PROMAS Landmaster property management software....

...RPMSoftware was originally developed by the Real Estate Software Company in the early 1980s and has a large and loyal following.

...The program was designed by the company's president, Ralph Tutor...

...Ralph ...reported in the August 1998 RPMEasy newsletter: "After careful consideration I am convinced that PROMAS Landmaster is the best Windows software on the market for fee-based managers and by far the best overall solution to the situation currently facing RPMSoftware and its Users."

    Planning for the Future
...I do not recommend using the RPM DOS based product as your software for years to come. The main reason is support...
...You should start planning to upgrade to a Windows program. I believe that our PROMAS Landmaster program is superior to any product on the market today. RPM users who have converted and have been using it for more than six months attest to that. However, not all RPM users who converted feel the need for the full range of features in PROMAS. Those of you who are still using RPM may feel the same and therefore the RPM 2000 product should be your obvious choice because it will be closest to what you are now using from a functionality viewpoint.

It's an emulator so I can't be sure it would work in this case but you can try: DOSBox download | SourceForge.net

How about an alternative solution? Emulate a floppy drive on any USB hardware HxC2001 HeadQuarters : HxC Floppy Emulator

this was interesting tho i think it would be better if there was a software solution to allow/ trick dos to use usb instead of the floppy( or any other storage method)
if anything like this exists please let me know

Maybe one of the sites listed on dos driver for usb at DuckDuckGo has just what you need. Looking back Win98 did support USB 1.1 but Win98SE included support for USB 2.0 device drivers.
