They are the same program, just renamed. The change from Windows 3.xx to Windows 95 was when File Manager got changed to Windows Explorer, mostly same functions different look. Or is it the Ribbon feature/look you want to change?
Strictly speaking, for Windows 3.xx to Windows 95 (and NT4) 'File Manager' was a separate program called winfile.exe. This function was then taken over by explorer.exe, first under the name 'Windows Explorer', later renamed 'File Explorer'.
Explorer.exe IS the windows environment. If you stop it in Tash Manager you loose sight of your desktop. If you then run explorer.exe from Task Manager it restores the desktop, run explorer.exe again and it opens the second time as 'File Manager'. Because it is so tightly integrated into Windows you cannot run an explorer.exe copied from a previous version of Windows.
File Manager is another matter though...

Winfile does not have to be installed, just Extract the files into a Folder. The computer does have to get vcruntime140.dll, 32-bit/x86 version, installed for winfile to run.
