    Flash Video Causes Video Stutter


    Running into an issue while trying to play video on HBOGo, and Xfinity Stream. Both use flash video. My issue is that it causes a system wide stutter, where the video output freezes for a brief second or two. This is obviously noticeable in the video I'm watching, but also, for example in other gifs playing in a separate window, or in the mouse cursor. Sound is unaffected, and the video does not have to be playing to cause the issue, only the player window open. The browser doesn't matter, as this issue occurs in Firefox, Chrome, and Edge.

    So far I've tried:
    Updating drivers
    Reinstalling flash player
    Enabling/Disabling hardware acceleration in flash
    Norton Virus Scan
    SFC checknow
    Closing other programs

    No avail, so any help would be appreciated.

    If this is happening while You are streaming the video to your PC, then try to DL. it to your HDD first and play the video
    from your HDD. Then it should be playing without stutter. Could be streaming issue,
