So, how do I identify and get rid of the failed install?
App installs and updates, failed or successful, should be listed in the Reliability Monitor. Look there for clues as to what it is. If it doesn't show an app name, but instead something like...
    'Application:9WZDNCRFJ364-Submission:1152921504626901723
...then google the app ID, in this example the ID 9WZDNCRFJ364 is for Skype.

I just got this exact problem after the 1709 upgrade. Looking in shell:AppsFolder it seems it is the old Contact Support app.

phantom app on my app list called "ms-resource:DisplayName"-capture.png

This app doesn't exist any more and can't so can't be uninstalled.

There are a few reddit threads (like this) about it but no solution yet.

Anyone know how edit start menu?

The Start menu is built from two sets of shortcuts, one for all users the other 'per account'. Right-click on an entry in the Start menu, select 'More > Open file location' and it will open File Explorer at the location of the shortcut concerned. In this case I presume you just want to delete it.

Edit: Oh, you want to remove a universal app, the above is for desktop apps, I'll look into this....

    2nd Edit: remember this thread?

I do indeed but I think it doesn't work like that any more. I copied TileDataLayer directory from another account (Administrator) where the phantom app doesn't exist but it didn't solve the problem.

I then tried making a new account (it was OK too) and the TileDataLayer directory is apparently no longer created (I'm on 16299.19 incidentally). The start menu all apps list (and layout) must be stored somewhere else but I can't find it.

Anyway creating a new account seems to solve the problem even if I don't know why.

Best way... Right click on ms-resourceisplayName - More - Rate and Review. You will see what is that program or game. Install and then uninstall. Problem solved.
