    I installed KB 4034674 again but nothing changed. I'm stuck with crappy 1703. I cannot rollback to 1607, laptop says I cannot because the files needed have been deleted. But the folders are still on the C drive, errrrrr.....grrrrrr.....

    If it would not screw all my settings and apps etc, I would do a 1607 re-install, I have the ISO burned to disk and 1703 too.

    So as I wonder out loud. Obviously something is wrong and you did a clean install and the issue persists. What if there is / was something wrong with install media. Something not serious but just enough. It might be worth recreating the media, using the Media Creation tool and trying the in place repair / upgrade. (Data safely backed up off device.)

    I would also power off router, wait, power on.

    Run the following four bolded commands. Use a Command Prompt(admin)
    Do not key in info in brackets, there for your information.

    ipconfig /flushdns (Clear the dns cache)
    nbtstat -RR (release and refesh NetBIOS names)
    netsh int ip reset (reset ip settings)
    netsh winsock reset (Reset Winsock Catalog)




    Not sure what you are using for AV but I would also try with all firewalls off.

    By chance did you check your activation status. I imagine it is good or it would be complaining, Start => Settings => Update & security => Activation.

    I obtained the Surface book about a month ago at the MS Store in Orlando. It came with 1607 pre-installed but then took a punch in the gut about a week ago by 1703. Since then trouble.

    If I do a reinstall from disc, I have 1607 and 1703, that is going to be a real pain if it wipes all of the non-op sys apps like Office etc and all of my settings. The reason being, the Surface Book was a warranty replacement for my VAIO Z Canvas which had developed a non-repairable mechanical fault and it was no longer in production. It had a lot of non-op sys apps on it including Office 2010 Pro and so on. I explained to the tech that I did not want to go through the agony of dealing with MS India to get my apps activated again. Once bitten, twice shy as it were. So he agreed to install Office etc. and get them activated for me while I waited at the store, which he did.

    I do daily backups of my system drive and data drive to an external HD. These are done separately from each other.

    I do not use any aftermarket AV apps, I use only MS Defender. I have cycled the modem/router too and performed all usual stuff to it as well.

    So I am very reluctant to do any re-instal/repair/upgrade but will just keep on trying various options. Does a repair delete any non op-sys apps, settings and files, it has been a long time since I have done one?
    If no fix is found in the next few weeks, I will take it back to the MS Store in Orlando the next time I am passing through there and let them fix it while I wait.

    I just ran DISM Restore Health cleanup again and saved the log file. Are there any keywords/clues I could look for?

    The in place repair / upgrade leaves all your apps and settings alone, or should. The key word being "should leave them alone".

    I would still get a fresh copy using the media creation tool

    If restorehealth is not working with the source on your storage you have to use an "External" source. See this tutorial Option 1, Step 6 or 7.

    Use DISM to Repair Windows 10 Image

    I think i would opt for repair with fresh media.

    Hi again, today I downloaded a new ISO using the Media Creator Tool and burned it to disk. I assume I can run this disk from my DVD drive and let it do a repair. Is this correct? It is Version 10.0.15063.0.

    I just finished a full system drive backup and data drive backup, both to an external 4TB Seagate storage drive that has two partitions on it. One for op sys backup and the other for data backup.
