I know I suggest this solution a lot but it does work.

Repair Install Windows 10 with an In-place Upgrade

I would create a full data backup before executing. Handy to have and you just never know.

Thanks Ken, I am exploring all options. I do have two ISO files, one 1607 x64 and 1703 x64.

I just wish I could roll this thing back to 1607, everything worked OK then, but when I try to roll back, I get a message that the files are not available or words to that effect.

I did see an option on the MS Community site, the poster wrote ""I have been experiencing the exact same problem. I could not fix the problem with the inbuilt troubleshooter. I tried the solutions that others have tried and nothing seemed to work.I even downloaded the 1703 installation using the Media Creation Tool, and completely rebuilt the PC. Still the same.
My solution was to go to the Microsoft Update Catalog and looked up the latest cumulative update for Windows 10 1703. In this instance it was kb4032188. I downloaded this and installed.

Do you have any opinions about this as a solution?

The PC rebooted and configured the updates. Now I can download from the App Store and Windows Updates is working again. ""

    Ken,

I just checked my Updates and find that KB4032188 has not been installed on my laptop. I could try installing it and if it does not solve anything I could always uninstall it.

    Hi.

If you did a clean install with the media creation tool the in place repair and upgrade won't fix anything, ouch.

Yes you could try installing KB 4032188, dated July 31, 2017.

You will notice the fifth bullet from bottom address a Store issue although it is with Work and School accounts.

    https://support.microsoft.com/en-us/help/4032188

If you have KB4034674, dated Aug 8th, 2017, then I would assume the fix is already included.

    Hi Ken,

I have KB4034674 installed but not KB4032188, why the July one was not installed is anyone's guess. Perhaps I should uninstall KB4034674 and see if there are any changes. I have copies of both so could reinstall again.

On my main Desktop I have KB4032188 installed on 8/1/2017 and KB4034676 installed on 8/8/2017. A Search of the Internet shows KB4032188 was released latter part of July then pulled then released.
    Maybe some information:

Yes you could do that. Berton says he has both. It was my understanding that cumulative updates have all the necessary "Fixes" from the preceding ones so I would think 4034676 would be complete.

My earlier post was about my ASUS Desktop, am now working on a rehabbed ASUS Notebook and it had Version 1703 Build 15063.502 and KB4032188, have just finished updating to Version 1703 Build 15063.540, still have KB4032188 listed in Installed Updates History along with the current KB4034674.

I had a mistype on the KB number on my previous post.

    I uninstalled KB4034674... no change.
    Installed KB4032188...no change.
I found my Windows Update does not work.
    Update Trouble Shooter fails.

The second time I ran Update Trouble Shooter it seemed to work, only time will tell. It indicated it fixed a few things.
    Well it fixed nothing.

I am downloading KB 4034674 again and will install it.
More later I'm sure. This is really frustrating!

If you want to manually reset your Update process.

Reset Windows Update in Windows 10

I believe this will clear your update history, FYI.
