Yes, I tried your process and it did not solve the issue. There are no Event Log entries indicating any Store errors -- just expected entries showing normal operations (e.g. app updates). I need to reiterate that this is happening on three devices running Windows desktop (two desktop PCs and a Surface Pro 4) in addition to the Windows 10 device (a Lumia 950XL). And this behavior began at virtually the same time for each of the devices, I believe when the Store or Store Purchase apps were updated.
And isn't the Store anohter Universal Windows Platform (UWP) universal app? The current mobile and desktop vesion number of the Store app is the same (version 11706.1001.26.0). So I can't agree with your assertion that "There is absolutely NO connection between the mobile version of the Windows store and the desktop version of Windows store." That would be inconsistent with how the UWP works per the description in What's a Universal Windows Platform (UWP) app? - UWP app developer | Microsoft Docs
I have queried a Microsoft engineer who used to work for me prior to joining Microsoft, and will report what he says about the issue when I hear back.
