Unable to use Adobe software strange error message appears..

Am posting here because of a frustrating problem I have been having when attempting to use Adobe Premiere Elements video editing software.

Have had no success posting in the Adobe forum, and am thinking my problem might be related to Windows 10
When I try to open Adobe Premiere Elements 14 video editing software on my laptop the a strange error message pictured below appears. I have been unable to find any reference to this message searching Google
Does anyone have any ideas what may be causing this frustrating problem?
The problem is only affecting my W10 laptop and not my desktop which also has the software on it.
Have tried reinstalling Premiere Elements to no avail. I am hoping someone who has had and solved a similar unusual problem will see this and help. Please see below strange error message

    1. Uninstall Adobe Premiere Elements app, If there are any issues with the uninstall, then run the Cleaner tool to remove Elements:http://www.adobe.com/support/contact/cscleanertool.html .

    2. Restart your system
    2. Install Elements app from Creative Cloud

    3. Do not launch Elements

    4. Update to latest via the Creative Cloud desktop application Updates | Photoshop Elements

    5. Once the updates are successfully applied, Launch Elements to verify.

You can't get Adobe Elements through Adobe's Creative Cloud app. You can only get Premier Pro... and that costs!

    4. Update to latest via the Creative Cloud desktop application Updates | Photoshop Elements

You can't update Adobe Elements through the Creative Cloud app because Elements is not supported there.

This lists all the Creative Cloud Desktop Apps. Elements is not included.

Additionally, I have the Creative Cloud app as I have both Lightroom and Photoshop CC, and again, there's no Elements listed to download. The OP will have to download updates through either the Elements app itself or manually download and install them.

All that said, where was the copy purchased from?

The Adobe software was purchased from B&H Photo over a year ago.
It worked flawlessly until a month ago. I did a system restore that didn't help.
I was wondering if a W10 re install might help but my Asus laptop came pre loaded with it and I have no disk

The laptop has two drives. W10 software is on an its SSD drive and my data is on its hard drive

Adobe doesn't recommend their products be run in compatibility mode.

@provlima, this is what Samuria is saying....

Right click the Elements exe icon / shortcut, and click the Compatibility tab. Under Compatibility Mode, tick the checkbox for Run this program in compatibility mode for: and choose an OS, in this case Windows 7...

But again, Elements 14 shouldn't need to be run in compatibility mode, especially since it's not that old.

Make sure all the files for Elements is on the same drive.

Also, didn't see where you stated you updated or tried to update Elements. Did you???

Edit: See if this workaround works - Photoshop Elements and Premiere Elements do not launch | Windows 10. Especially installing Microsoft's C++ Redistributable for Visual Studio 2012. Download here

Thank you for your suggestion. That fix was recommended on the Adobe Board in June and was followed.
It did not help the problem. I appreciate your help
