Hi there and welcome to the forum.

It might be an idea to uninstall Office, reboot and then install it again. The upgrade may have messed part of the software up.

    why vs 2003

Why are you using Vs2003. Not sure it's even supported any more. Why not install the latest and go from there?

Thank you for downloading Visual Studio 2017

I don't think it is supported. Office home and Student isn't that much to buy.

As I said earlier it makes no difference on what the software is in this case.

swarfega is right! If you have a program that misbehave after an upgrade to a new version of the operating system, or after installing
a cumulative update, there are two possible solutions:

    1) If You have the original installer for the program in question, in this case VS2003 - then uninstall the installed version - REBOOT .
    - then install VS2003 again, this way it will be registered and installed correctly!

    2) If this does not resolve the problem, then go back to the previous version of Your OS (version 1607) or if it is a cumulative update
that caused the problem, then uninstall that update!

This is most often the solution.
