New updated needs a restart I guess I just checked and there it was
I'll check another update attempt that is sort of crap and see if it shows now.
I haven't made a new system image of the newest update to 1903 yet still not sure if it's worth a system image yet but it does now show photo viewer so it's a good sign

Yes they do maybe a couple starts will get photo viewer showing up or a straight up shut down and cold startup.
I have it. To see if you have it, right-click on any image and choose Open with... If you have it, it should be offered. I downloaded it a few years ago and cannot remember how. If it is not offered, open this address: YouTube. This video will give instructions to look for it and if it is not there, how to download it.

I think it would have to be downloaded again after a clean re-installation of Windows.
I haven't read all the replies, but I did the registry fix, and it worked. One thing though: the quoted code doesn't have a "return" at the very end. I had to add that return, or it didn't work.

Where are you looking? It should now appear in Settings > Apps > Default apps as one of the available options to choose for your Photo viewer.
