    Clean boot should reduce the CPU significantly.

    Clean boot will turn off all non-Microsoft software on boot.
    All software then may take longer to open immediately after boot.
    It should reduce CPU, DISK, MEMORY consumption allowing you more resources to use adobe photoshop.
    Clean boot is useful in finding software conflicts.
    You may need to uninstall and reinstall Adobe Photoshop.
    The integrity of the operating system needs to be checked with scannow and restorhealth.
    If all of the above does not fix the hangs then using the Windows performance recorder (WPR) can track down the misbehaving software.
