Windows Store not downloading any apps - how can I fix this?

Whenever I attempt to download any app from the Windows 10 store, I always get an error message saying "Couldn't Install" even though I know I've got enough space on my hard drives to install it. Below are some images of one app I was trying to download and the error that popped up:

And this is what comes up when I click "See Details" next to "Error":

I have already tried to use this help guide from another site but nothing it said worked. Anyone know a way to fix this? Much appreciated!

On your computer how many user accounts are there?

Were you able to use the store with all user accounts before the problem occurred?

Did windows update work without problems?
    Did you reset the store?
Did you run the store troubleshooter?
Did you reset all windows update components?

    Let's check the operating system.

Open administrative Powershell and type or copy and paste:

    1) winver (in the pop up about windows > view your windows version and build > type this information into the thread)

    2) sfc /scannow

    3) dism /online /cleanup-image /restorehealth

    4) chkdsk /scan

When these have completed > right click on the top bar or title bar of the administrative command prompt box > left click on edit then select all > right click on the top bar again > left click on copy > paste into the thread

    Attempt to use the store.

If you are still unable to use the store copy and paste this command into administrative powershell:

    1) powershell -ExecutionPolicy Unrestricted Add-AppxPackage -DisableDevelopmentMode -Register $Env:SystemRoot\WinStore\AppxManifest.XML

    2) shutdown /r

Report back in the thread your progress.

Did you run this powershell command:
powershell -ExecutionPolicy Unrestricted Add-AppxPackage -DisableDevelopmentMode -Register $Env:SystemRoot\WinStore\AppxManifest.XML

    What was the result?

Please answer the questions in the earlier post to help the troubleshooting.
